Skylight Installation Permit Requirements
Installing a skylight is simultaneously a roofing project, a structural project, and an energy code project. Understanding each component helps you prepare the right application and avoid the inspection failures that delay skylight projects more than almost any other window-related work.
Structural Requirements
Cutting a skylight opening in a roof requires removing one or more rafters or roof trusses. Those framing members must be replaced with a structural frame: headers at the top and bottom of the opening and trimmer rafters on the sides, creating a properly supported curb opening. The header size depends on the opening width, rafter spacing, and roof load — prescriptive tables in the IRC cover most residential situations, but engineered drawings are required in some jurisdictions for larger openings or complex roof conditions.
Flashing: The Most Critical Component
Skylight leaks are the most common callback in residential construction. Proper flashing requires: step flashing integrated with roof shingles on the sides, a saddle (cricket) behind the skylight on slopes exceeding 3/12 to divert water around the unit, and proper head flashing at the top. Factory-integrated flashing systems from skylight manufacturers (Velux, Fakro, etc.) provide the best results when installed per manufacturer specifications. Inspectors specifically examine skylight flashing — it is the most common final inspection failure for skylight installations.
Energy Code Compliance
Skylights are regulated by the same IECC climate zone requirements as vertical windows, but with different values. Skylights (fenestration in roof planes tilted ≥60° from vertical) have their own U-factor and SHGC limits:

Like-for-Like Skylight Replacement
Replacing a skylight with the same size unit on the same curb — without structural modification — is more likely to be exempt from permits than new installations, but this varies by jurisdiction. The critical question is whether the existing curb framing is being disturbed. If you're using the existing curb and the new skylight fits without framing changes, many jurisdictions will exempt this. If you're installing on a new or modified curb, a permit is required.

Tubular skylights (Solatube, SunScope, etc.) are smaller and involve less structural modification than traditional skylights. Many jurisdictions exempt them from permits because the small dome opening (typically 10–14") doesn't require removing structural framing members. However, some jurisdictions still require permits for any roof penetration. Check locally before assuming the exemption applies.
